But Testament only works because someone at EMI realised that a) there
wasn't a big enough market for them to reissue themselves and make money
but b) a smaller company could do it.

I'm sure that a more dog-in-the-manger attitude applies at other majors.

I'll be convinced otherwise when one of them licenses classics from the
past to a small independent.  Sony?
