Yes, and this is the third thing you have mentioned that he is doing wrong: recommending apistan. I have been telling people to move on from apistan and checkmite for years. They are ineffective against mites and toxic to bees. 

As far as oxytetracycline use *increasing* the prevalence of foulbrood, that is a novel concept not borne out by the evidence (that even you present). In fact, bee inspectors like to brag about reducing foulbrood when oxytet may be the real hero. 

* disclaimer: it is not my intention to start a flame war on the use or non use of antibiotics. we have gone over thoroughly this in the past.
