Your assumption is wrong.  All honey produced in the U.S. (regardless of
amount) is subject to the $0.01 per pound assessment.  Beekeepers that
produce less than 6,000 pounds ( I think) can apply for an exemption.
Otherwise, any beekeeper that has not filed for an exemption and sells
honey without paying the exemption is subject to fines on a per violation
basis.
