The sheer arbitrariness of their requirements turned me off.  Note that all
hives must be 6" off the ground, which excludes any hives on pallets, which
measure 5".  Instead of simply making a short list of prohibited practices,
they try to lock you into myriad tiny details as to how your should keep
bees.
