Do you have any brood yet?  If not, all mites are phoretic, so the numbers will be a bit higher that when you have brood.  These numbers are a bit worrisome, but not disasterous.  They can be expected to increase over the season, though, especially once drone brood begins.

I'd say that this is too cold for formic, but maybe Medhat or Randy will comment otherwise.

Sounds ideal for oxalic evaporation treatment to me.  Oxalic drizzle could work, especially if there is little or no brood.
