The same way the dog laws are enforced. If the dog or hive is behaving itself, then no problem. If the dog or hive is vicious and attacks someone, then it should be euthanized. These things are not tolerated by civil society. It is in the best interest of everyone to be in compliance.

OF COURSE there are extenuating circumstances. If somebody attacks a dog and it bites in self-defense, that's different. If a hive is knocked over by a pickup truck and goes berserk, that's different. But unprovoked rage on the part of these supposedly domesticated animals is not permissible by generally accepted standards of conduct.
