The normal problem I see when someone can't get a smoker to stay lit, is they
are trying to build their fire on top of the fuel.  If this is the case, try
building your fire in the bottom of the empty smoker.  Then gradually add your
fuel to get a cool smoldering source of smoke.  Once going good you just have to
make sure you don't let it get too hot.
