In the UK, where burning of the contents of affected hives and 
scorching of the woodwork is compulsory, the incidence of AFB has been 
reduced to <1%.  The beekeeper is compensated for his loss (provided he 
is a member of the BKA) by Bee Diseases Insurance, an insurance company 
set up and run by beekeepers for the last 70 years.  Any surplus funds 
are directed towards research.

Maybe you could try something similar in the USA as it makes a lot more 
economic sense than continually treating.
