The article does not say that.  It does not even mention pesticides.

Taking the blame are good wholesome foods like "American fast food with the 
staples of tacos and refried beans".

> Other factors are the lack of money and insurance.

Good thing they can get all the pesticides anyone could ever want for free, 
as a job benefit.
