There's an Australian study (or maybe it was New Zeeland) that indicated
that wax dipping takes care of any foulbrood spores as well.  Those it
doesn't kill with heat it encapsulates.  Of course if you don't already
know someone that dips that would be too much of an investment imo.  That
would save the trouble of having to repaint though, I hate painting boxes.
