From my experience 6 inches of sandy moist soil will contribute to great
reproduction 
In nuk yard where in central Florida I was testing the FANGUS. In wet year
any time I picked pine needles for my smoker I can see dozens of beetles
emerging from ground in dry year just a few. Braking cycle in ground does
not help damage is done 
By larva before entering the ground. IN 2008 we run test in Florida in mid
October with 
Standard 3 half pads for waroa the side effect was that SHB left the treated
hives even those heavily infested by hundred s of SHB see:
