There are dozens of programs.  Not sure which one hes referring to.  Might
just be basic crop insurance.  There is a overall subsidy on corn.  Not sure
where its at now,  but it was right at 2.80 a bushel.  What that ment was
that anything below 2.80,  and the government was the buyer.  They used to
have billions of tons of grain stored.   It also ment that if you were a
seller you were competing with the feds.  All around bad deals...but hey it
kept the market low,  and if you want to belive the news media,  then the
corn flakes were cheap.( actually they are 2 different types of corn and
prices were not the same.  You usually got "contracted" to grow food corn.
It has a short storage life,  and is not widespread. 

With the subsidy price at 2.80 and market at 4.00  no one is takeing that
subsidy.  Still some payments not to grow and other screwy programs.  Yup
there are some clowns milking the sytem...  just like food stamp abuse.  I
looked up our county,  a cpl of my friends used to get a good sized chunk.
But it never even came close to paying the taxes. So its not as big a scam
as many want to claim USUALLY.
