        For just ftping, telneting, and interactive chating if you run
windows winsock and it's vatious applications do the job quite well, and
are easily confiuarable.
        As far as allow two way communication to and from a desktop
machine via internet the most obvious way would be to make a node that can
be telneted to and ftped to with linux or some other unix that will run on
a pc (note there are mac unixes but they are pricy especially compared to
the free linux).  Linux can be downloaded from ftp.cdrom.com, and winsock
from wuarchive, cica, and many other sites.
