"States are too big.  Even when they work perfectly, you only get a cadre of folks who live or work close enough to take the course"

Agreed.   The best a State level association can do is help promote and publicize bee keeping courses at the local level.    It needs to be done at the local level.    

A 5 week introductory course we (Lincoln Land Bee Keepers Association)  teach each year in partnership with our local Extension Office and Farm Bureau Office)  fills within a short time of the online registration being activated.

I do not know about other State level associations, but the Illinois State Beekeepers Association (www.ilsba.com) and my local bee keeping association, Lincoln Land Bee Keepers Association (www.lincolnlandbeekeepers.com) are run by volunteers.....
