A label without enforcement is just as useless.  (I.E.  beekeepers off label use of maverik and other pesticides as well.)  People rarely read the label other than to see how much to add to how much water before spraying.  If they read the label of how much to add to the water then they usually dose it stronger thinking that that will work better, or kill the insects more quickly.  you rarely hear of anyone getting any type of reprimand for mixing or using pesticides inappropriately because there is no enforcement.
