"In packages, there is no candy in the queen cage. The bees are
expected to feed her thru the screen."

My package supplier always puts candy in the queen cages. I deal with one 
supplier regularly but have also used a couple of others on and off and 
still always had candy in the cages.

I always release the queen when I put in the package, by the time they are 
hived they have been with the queen long enough. It is a long way from 
Georgia to Maine plenty of time to get friendly.
