Much depends upon WHAT insect is doing the damage.  Positive identification of the pest is necessary for a targeted effort.  Although I'm on the other side of the continent, I would suspect codling moth or apple maggot?  Taking a few specimens to your local Extension office would confirm an ID.  By that time, though, your crop would be toast.  You can probably tell weather you have either (or both) species by checking out the images in the pub at http://cru.cahe.wsu.edu/CEPublications/eb1928/EB1928.pdf
 
Here in the PNW, home orchardists have been using "footies" on each apple (tedious, I know, but practical for dwarf trees) with good success on both CM and AM.  Another "bee friendly" product is "Surround at Home", a kaolin clay protectant, rather than an insecticide.  The product is a bit pricy, though, and requires many applications with varying results.
