Perhaps, but not necessarily.  Any bees which left while in the buildings 
would be available for examination, however it is not uncommon when indoor 
wintering for the hives to be booming when taken outside, but to be found 
dwindled considerably and sometimes drastically within the first week or so.

If the bees leaving before going out and after are considered to be the 
same, the ones inside would be representative, however if something happened 
in those first days outside or on the road, they would not.
