Here in Midwest, that is usually due to too much moisture in the air
(humidity/rain) or a really fast/big nectar flow.

The bees know more than we do in this dept.  Give them time (and maybe more
space?) My bees don't seal up cells well until July and if it is wet then,
not till Aug. (of course our flow is just starting here and won't end till
first of July.) You might also try offsetting your boxes or increasing air
flow off the top by offsetting the top board or opening a top entrance to
help them move more air over the nectar.
