Yes, and if the cluster was a bit off-centre, this centres the cluster and 
simultaneously spreads the brood a bit with minimal effort or disruption 
to the bees.

If the cluster is small and against one wall, but with brood in two boxes, 
this manipulation is not appropriate since it splits the brood area too much.
