The sentence was confusing. Here it is:

* The part between the dashes is a separate thought. It might better be
stated thusly:

> Last year, honeybees had to be imported from outside North America for
the first time in decades because of a shortage in the U.S. Millions of
colonies are leased by farmers to ensure pollination.
