in short it will hurt sideliners and anyone trying to sell some farm related products on a 
small or regional scale. be sure and look at the summary and note the $1000 registration 
fee for all food processors with mandatory 18 month -3 yr FDA inspections.  it would be 
interesting know what the FDA would think about most honey houses.
