Are we mixing up the term refined carbohydrates with the term complex sugars?  Doesn't refined mean purified; i.e. - with impurities or unwanted elements having been removed by processing.  EX:  white sugar that has had almost all, if not all, material other than the complex hydrocarbons the make up sugar removed.  But, white sugar is in the category of complex sugars.  Honey is in the category of simple sugars - not needing further digestion in order to be absorbed by the body.  Plus, honey doesn't have any of the accompanying constituents removed by the bee during processing.
