PLB >Nobody in this region would expect a colony to survive winter with mite levels you are describing. 

Nor here in the south. The numbers Kevin reported would be the kiss of death for most hives here. Although our bees don't have to endure a winter like yours, most of ours continue producing brood, and consequently mites all winter. 
I always thought that northern beekeepers overwintered in the south to give them an early jump on the season.
