I have found that nothing in beekeeping or bee biology "has to be" anything!

That said, since I've started using drone trap frames, it has really made me
question trying to run hives consisting only of worker cell foundation.  I
find that bees rework less worker foundation into drone comb when one gives
them a drone frame to work with.
