My preferences are similar.  The best concertos do start with no. 17 and
I also think a little less of 25 and 26.  My order of preference is 24, 23,
21, 22, 20, 19, and 17.

One thing for sure.  There are so many great recordings of the Mozart
concerti to choose from.  It's hard for professionals to really ruin a
Mozart concerto.
