RFP:  Request For Proposals.

When a company or agency needs to have a project done (archaeological
clearance or re-roofing a building) they "issue" an RFP.  Any company can
then see the RFP, call the agency for more details, and create a proposal to
do the project.  The agency then collects all of the proposals and evaluates
them to the "minimum bid" to complete the project within acceptable
standards and a given chronological schedule (hypothetically!)
