Ask the parents to strap the baby into the car seat.  Then ask them if
they would feel the baby would be safe if you turned the seat upside down with
the baby strapped in place.  If they don't feel the seat will hold the baby
upside down, the infant isn't strapped in correctly!   Once I started with
this "visualization", more parents used the seats properly.
