I have seen this a few times.  The mother *usually* ends up producing
lots.

If colostrum is not available on day one, I would have no problem
using sugar water on day one, while continuing expression and
stimulation, while using finger feeding to try to get the baby onto
the breast.  If you do, sugar water with a lactation aid at the
breast, if the baby does not breastfeed adequately.
