Florida has strong environmental protection legislation which includes
archaeology.  This is frequently applied to private lands when development
occurs requiring state (and sometimes local) permits.  It's all tied to the
development permitting and comprehensive planning process.  Try contacting
State Archaeologist James Miller via the state's web page for more information.
