Give Pat Garrow a call @ 770-270-1192.  He surely has the most
experience dealing with these sites in the southeast.  Have the living
descendants been contacted and consulted regarding relocation.  What
do the state cemetery preservation laws say about the relocation
process?
 
Based on my limited experience dealing with these types of resources,
they are best left in place.  Emotions tend to complicate the issues.
 
More importantly, How can you guarantee that all of the graves have
been identified?  I would urge the client to seriously consider all of the
alternatives.
