Excellent scales graduated in both English and Metric, in various lengths,
can be obtained from drafting supply stores.
 
Several years ago Carolina Biological sold adhesive backed peel-off
photographic scales 5 cm long, graduated in centimeters, in rolls.  They
could be stuck to any background
(getting them off was a bit more complicated).  They were cheap and accurate
to 0 .5mm
