Supply is probably supposed to drop during pregnancy, to prepare the
colostrum for the new baby. I'd suggest the mom put more focus on solids and
other foods for the older baby and letting her milk supply seek its own
level.  She will probably experience hormonally-based tender nipples as well.
Mother nature probably knows what she's doing.
