This is a reply to surfer.
 
Are the multiple eggs on the bottom of the cell, or are they stuck to
the sides.
 
Queens the are laying heavily will sometimes deposit multiple eggs in
cells for lack of available cells. If the multiple eggs are on the sides
of the cells, then it is laying workers.
