When looking for "respectable" journal articles (medically acceptable,
e.g. sometimes not JHL =(  ), it is helpful to know about Medline, a
service which provides a searchable database of abstracts of articles
from various medical journals.  It is easy to use.  There are several
fee-based access plans out there, but you can get it free from AOL (a
stripped-down version) or from HealthGate at:
http://www.healthgate.com/HealthGate/home.html
It is apparently only available in the US.  You need to register a name
and password.  Searching for "frenectomy" I found 19 articles, most of
which dealt with new laser techniques being used on older patients.
None appeared to focus on newborns.  The most relevant article's
abstract is reprinted below as an example.

Of course, the abstract doesn't always answer all your questions.  Some
medical journals are available online, or you may be able to get the
actual article through your local library, etc.
