I don't know about anyone else, but here's how I mix it. I place an entire
4 lb. bag of sugar in a gallon jar and then fill it the rest of the way up
with water. The sugar fills the jar approximately half way up, so I would
suppose, using my method, it would be by volume. Someone else will need to
do the calculating. I work second shift and it's 2:00 AM (bed-time for me)
and my mind has shut down for the night.
Other's may do it differently. Hope this helps with the question.
