ADVISORY COUNCIL ON HISTORIC PRESERVATION NEEDS YOUR HELP:
 
URGE SUPPORT FOR H.R. 3031 AS INTRODUCED
 
June 12, 1996
 
Rep. Hansen has again postponed markup of the ACHP reauthorization bill.  As
you'll recall, the most recent version, which Steve Hodapp wrote and Hansen
was going to offer as an amendment-in-the-nature-of-substitute to the bill,
would have funded the Council at only $2.1 million for two years (the bill
the full House Appropriations Committee is taking up today is for $2.5 for
fiscal 1997, the same as last year. )
 
We need people from Utah to call Hansen PERSONALLY, to get him to increase
the funding levels, preferably at the levels of the bill he originally
introduced ($5 million through the year 2002).  Are you in his district?  Do
you know anyone who is?  It's really urgent.  None of the preservation groups
seem to have anyone there.  The Council staff are suggesting that if the
funding were cut to $2.1 million, they would have to close the Western Office
in Denver.  Claudia Nissely has confirmed that she had been told that too.
 Since the Western Office has a pretty good reputation for being sensible,
reasonable, helpful, etc....especially in working with some of the western
SHPO's....one  should think Hansen would want to keep them.
 
Note that letter's are fine, but phone calls are better (followed up by a
letter, which I suggest faxing as well as mailing).  Please let Loretta
Neumann at CEHP know ASAP what's possible and, if someone does it, the
result.

The National Preservation Coordinating Council is meeting at Loretta's office
tomorrow (Thursday) afternoon at 3 pm.   We're targeting all the reasonable
Republicans on the Interior Committee, such as Gilchrest from Maryland,
Torkildsen from Massachusetts, Saxton from New Jersey, and Longley from
Maine. If you know any ACRA types (or active archaeologists) in those areas,
now's the time to alert them too, urge support for H.R. 3031 as introduced,
etc.
 
The list of Republicans the full committee and list the best targets are
provided below.  In addition, all the Democrats are also listed since we need
to tell our friends too.
