I have seen similar types of embossing strictly from early 20th century
contexts, mostly on shoe polish and whiskey bottles.  I do know that after
prohibition alcohol beverage bottles were embossed with "Federal Prohibits sale
 or reuse of this bottle".  You might try looking at makers marks on the bottom
of the bottles and looking them up in "Bottle Makers and their Marks" 1969 by
Julian Tolouse.  I believe it is out of print, unfortunately.  This book has
been very helpful for dating early 20th century bottles.
