The whole AIP is flawed to the point of it being a joke. They currently only inspect commercial outfits, those are the ones that know what they are doing and can spot trouble hives without help from a state employee. The very hives that need to be looked at are not even registered with ag & markets. The shade tree beekeeper is who needs assistance in mite controls, spotting disease and virus brood. Those people are not going to register with Ag & markets even if there is a mandatory registration. Its total foolishness and wishful thinking that is unrealistic. Only the outfits that need the inspection paper will continue to register and/or pay some state imposed fee simply because they cant get away without it.
