Missing the other shoe- it is not that someone does not treat but that they
do not treat and the bees survive. That is TF. Otherwise the statement is
nonsensical.

My guess is you are using the Bee Informed survey which also notes that
many if not most of those who do not treat are hobby beekeepers and have
the highest bee morality.
