The rusty spot in the photo with the scale is probably the remnant of an iron or steel set-screw, and there is the circular opening at the thicker end, suggesting the object was a crank handle attached to a metal bar. If so, its torque would be way more than needed for a flour sifter and probably more than needed for a coffee mill.
