"The inspector told me that the rules for honey operations have become more
stringent because they have found that too many processors believe that
honey is so low risk that they overlook strict cleanliness requirements."

Last I checked, the FDA was charged with protecting the public health. In my
opinion, the funds the agency spends inspecting "low risk" foods like honey
would be better allocated to speeding approval of new drugs - including, for
example, EpiPen competitors.
