My guess to Peter Borst's question was late 1920s based on the references
to apiary inspection and a young package bee industry.  It brought to mind
Bees are My Business by Harry Whitcomb (highlt recommended).  Since Peter
did not give the answer to his question I googled A & M College, College
Station, Texas JOURNAL OF ECONOMIC ENTOMOLOGY Vol. 25 to get a date.
