Dick, I think your setup is pretty much what one must install to approach 100% confidence. The approach word was used for a reason. A commercial acquaintance in NE PA had a bear dig a trench enabling crawling under the bottom electric barbed strand  - hands up in exasperation over that one. Likely the bear had hit unprotected colonies and knew just what he was going for.
I've used multi strand barbed electric with a hot charger, it does work effectively. I do feel some of the enclosure advertisements stretch things a bit - smooth poly rope or net, T posts ? These enclosures must be for black bears with a low motivation factor.
