I heard the head of the group, Don Rypkema, talk last fall at a conference in Boise. They are aggressively pushing arguments on the economic value of historical preservation. However, for this project, I am attempting to include loss of heritage value in an ROI analysis for disaster prevention and mitigation strategies of a city. I need to find a way to assign a value so that the loss of historic features and context of sites and buildings can be included with other variables for getting grant money for disaster preparedness.
