Mary, it could be that the NICU staff was thinking of this study:
Kent et al (2008). Importance of vacuum for breastmilk expression.
*Breastfeeding
Med, 3*(1), 11-19. Retrieved today from
http://www.researchgate.net/publication/5518032_Importance_of_vacuum_for_breastmilk_expression/file/79e415064833f17216.pdf
.

However, newer data (with a different pump) conflicts - but I only have
access today to the abstract so don't know the mm Hg settings used.
Different operational definitions for lower/higher vacuum settings and pump
differences could affect findings...
Larkin T, Kiehn T, Murphy PK & Uhryniak J (2013). Examining the use and
outcomes of a new hospital-grade breast pump in exclusively pumping NICU
mothers. *Adv Neonatal Care, 13*(1), 75-82. Abstract retrieved today from
http://www.ncbi.nlm.nih.gov/pubmed/23360861.
