It is definitely Signal Corps. It appears to have gold gilt on wreath. If so, it was worn by a non-commissioned officer between ca. 1905 and 1917. A bronze version was used through 1918. A good ID source is:

Emerson, William K.

1996 "Encyclopedia of United States Army Insignia and Uniforms." University of Oklahoma Press, Norman.

Subject: needing military insignia ID

Histarch,

I have what appears to be a military insignia pin from a small mining town in Alaska. Please reply off-list if you are familiar with these items, and willing to take a look at a JPEG which I would send to you.

Thanks so much.
