There's either too much royal jelly so that some is left over, exactly the right amount, in which case the bees have extremely good judgement/guesswork as to the potential queen's appetite (which might be affected by many subtle influences after capping), or too little and she will starve.  My guess is that Darwin taught them to err on the safe side.

Of course, most of the time after capping she will be pupating and not eating anyway.
