As I have stated before, this issue parallels the pit bull issue. Many municipalities have banned pitbulls on the assumption that they are a vicious breed. Most districts also have nuisance laws which protect the public from any vicious animals. 

A properly cared for and trained pitbull is no more dangerous than any other breed, and any breed can be vicious. Basically, if a dog is vicious and bites somebody, end of story, dog is put down. Outlawing pitbull breeds is silly, and then youget into the gray area of cross breeds, and on and on.

Should be the same with bees. No need to sample the bees if they aren't vicious. No need to sample them if they are. If your "European" bees sting somebody due to negligence on your part, the DNA won't get you off the hook. If my bees have African blood in them and they don't bother anybody, so what.
