I think there is probably a way of doing crafts activities in unstaffed spaces.  its pretty straightforward...the more complex tools that are needed, the more staffing will be needed. I don't think there is a bright line between maker activities and crafts/building/ circuit building/testing types of activities that have have been done unfacilitated.  I suspect that the unfacilitated spaces won't feel like what most people think of as maker spaces, so your client is probably asking for something that isn't really do able.  For a change.
